Nel dibattito presidenziale democratico fra Joe Biden e Bernie Sanders, il 15 marzo scorso, il moderatore Jake Tapper introduce il tema dell’Italia un po’ così, con un po’ di sensazionalismo. Chiede a Sanders che cosa farebbe da Presidente per evitare che gli Stati Uniti subiscano lo stesso destino dell’Italia, “dove i dottori in questo momento si trovano a dover decidere a chi salvare la vita e a chi no”. [C’era sui giornali, l’avrà letto sui giornali. Comunque lo dice lui e nessun altro.]
Sanders risponde dicendo che la pandemia ha messo in luce la debolezza della sanità americana, siamo l’unico grande paese del mondo a non garantire cure mediche a tutti, spendiamo un sacco di soldi ma non siamo preparati, il sistema è sbrindellato e frantumato, non è un sistema, non abbiamo abbastanza dottori, abbiamo chiuso molti ospedali rurali, molti americani non possono pagarsi le medicine necessarie… Da Presidente, dice Sanders, direi agli americani di non preoccuparsi per i costi delle cure, perché le avranno senza costi, perché un paese civile deve poter fornire cure mediche a tutti. [Bernie non contesta il dato italiano, in effetti lo ignora.]
La moderatrice Dana Bash passa poi la palla a Biden, gli chiede se da Presidente sarebbe pronto a imporre una quarantena nazionale, un lockdown nazionale, un fatto senza precedenti. [Il tema Italia sembra uscire di scena.]
Biden fa appello alla sua esperienza da Vice-Presidente, quando l’amministrazione Obama affrontò l’epidemia di Ebola. Non risponde diretto, ci mancherebbe altro, ciurla nel manico, non è chiaro se imporrebbe o meno la quarantena nazionale, dice solo che sarebbe sul pezzo, ascolterebbe gli esperti, per rispondere in modo coordinato a livello nazionale e internazionale. Comunque farebbe in modo che nessuno debba pagare per le cure mediche (farmaci e ospedalizzazioni) legate a questa specifica crisi, possiamo farlo subito, dice, deciderlo già ora, perché questa è una emergenza nazionale. Non c’è bisogno di Medicare for all, dice, non c’entra niente con la soluzione di questa crisi, un single-payer system di per sé non risolverebbe il problema.
L’Italia, dice Biden, ha un single-payer system ma non si può dire che stia funzionando, che stia risolvendo il problema, la crisi. [Pensa a quello che ha appena detto Jake Tapper, tre minuti prima? Probabile. Fa una polemica (cheap) contro la proposta programmatica più nota di Sanders? Certo che sì. Dice che il sistema sanitario pubblico italiano fa schifo? O che non funziona? Non mi pare, dice che non ha evitato al paese di trovarsi nei guai, come tutti… Sa qualcosa di più del caso italiano? Difficile da credere. Probabilmente ne sa quanto un leader politico italiano sa della sanità pubblica e privata americana, cioè poco, confuso, niente.]

Senator Sanders […] If you were president right now, what would you do to make sure every sick American is able to get treatment so the US does not suffer the same fate as Italy, where doctors have to decide right now who gets lifesaving treatment and who does not?
Bernie Sanders: (07:51)
Jake, let’s be honest and understand that this coronavirus pandemic exposes the incredible weakness and dysfunctionality of our current healthcare system. […] We are the only major country on earth not to guarantee healthcare to all people. […]
We’re spending so much money, and yet we are not even prepared for this pandemic. How come we don’t have enough doctors? How come hospitals in rural areas are shutting down? How come people can’t afford to get the prescription drugs they need, because we have a bunch of crooks who are running the pharmaceutical industry, ripping us off every single day […].
I certainly would do this as president. You don’t worry, people of America, do not worry about the cost of prescription drugs. Do not worry about the cost of the healthcare that you’re going to get, because we are a nation, a civilized democratic society. Everybody, rich and poor, middle-class, will get the care they need. The drug companies will not rip us off.
Dana Bash: (09:21)
Thank you, Senator. Vice President Biden, some medical experts are saying the only true way to control this virus is through a national quarantine, requiring every American other than essential personnel to stay home. Would you take that unprecedented step of a national lockdown?
Joe Biden: (09:38)
What I would do is what we did in our administration. I would call a meeting in The Situation Room of all the experts in America dealing with this crisis. I would sit them down, and I would do exactly what we did then. What is it that we need? Listen to the experts. What do we need? With all due respect to Medicare for all, you have a single-payer system in Italy. It doesn’t work there. It has nothing to do with Medicare for all. That would not solve the problem at all. We can take care of that right now by making sure that no one has to pay for treatment, period, because of the crisis. No one has to pay for whatever drugs are needed, period, because of the crisis. No one has to pay for hospitalization because of the crisis, period. That is a national emergency, and that’s how it’s handled.
Joe Biden: (10:23)
It is not working in Italy right now, and they have a single-payer system. Now, with regard to what else I would do, the fact is that we’re in a position where I would bring together the leading experts in the world, instead of doing this, in the United States, instead of doing this piecemeal, sit down and do what we did before with the Ebola crisis. What is needed? And have one voice […].
